Saudi Arabia’s cybersecurity market reached SR16.3 billion ($4.3 billion) in 2025, a significant indicator of the Kingdom’s accelerating digital transformation and growing emphasis on national security and economic resilience. The market expanded at a compound annual growth rate of 10.7 percent between 2023 and 2025, according to the National Cybersecurity Authority’s Key Economic Indicators in the Cybersecurity Sector 2026 report.

This robust growth underscores cybersecurity’s evolution from a technical necessity to a fundamental pillar of Saudi Arabia’s future. As the nation increasingly relies on online services, digital technologies, and electronic payments, safeguarding digital infrastructure has become paramount to sustaining economic activity and protecting sensitive information.

Cybersecurity Market Expansion

Private sector spending constitutes the largest portion of the cybersecurity market, accounting for SR11.2 billion, or 69 percent, in 2025. Government expenditure totaled SR5.1 billion, representing the remaining 31 percent. This substantial investment across both public and private sectors highlights the widespread recognition of cybersecurity’s economic importance.

The sector’s overall contribution to the Kingdom’s gross domestic product (GDP) at nominal prices reached SR20 billion in 2025. This figure represents a compound annual growth rate of 13.2 percent over the same period. Direct contributions from cybersecurity product and service providers amounted to SR9.7 billion, with indirect contributions reaching SR10.3 billion. These combined contributions represented 0.42 percent of the Kingdom’s total GDP and 0.71 percent of GDP from non-oil activities.

Human Capital and Global Standing

Beyond financial metrics, Saudi Arabia is also fostering a strong cybersecurity workforce. In 2025, more than 22,000 cybersecurity professionals were employed in the Kingdom. Notably, women comprised 33 percent of this workforce, exceeding the global average of 22 percent. This development of human capital is crucial as cyber threats become more sophisticated and the demand for specialized expertise intensifies.

Saudi Arabia has also achieved international recognition for its cybersecurity efforts, ranking first globally in the cybersecurity indicator of the IMD World Competitiveness Yearbook for three consecutive years through 2026. Maintaining this leading position will depend on sustained investment, consistent implementation of security standards, continuous skills development, and the adaptability of organizations to emerging threats.

A Strategic Imperative

The National Cybersecurity Authority, established in 2017, serves as the central body responsible for protecting national security, critical infrastructure, sensitive sectors, and government services. Its mandate encompasses the protection of networks, systems, software, hardware, services, and data against unauthorized access, disruption, modification, or exploitation. This broad definition reflects the interconnected nature of modern digital infrastructure.

The National Cybersecurity Strategy aims to build an integrated national cybersecurity ecosystem aligned with international best practices. This strategy provides a framework for strengthening the protection of networks, systems, and electronic data, promoting professional standards, and raising awareness of cybersecurity as a shared national responsibility. As Saudi Arabia continues to advance its Vision 2030 ambitions, a secure digital environment remains vital for maintaining public confidence, fostering innovation, and protecting the economic gains achieved through digital transformation. Continued investment, institutional coordination, and collaboration across public and private sectors are essential to ensure the Kingdom’s expanding digital economy remains resilient and trusted.
